Visa Requests and processing times.

Hello, I am a Mexican citizen and I am looking forward to travel to Canada by boat... I am just a little bit confuse about if I need an eTA or not: in the official website of Canada it says that entering to Canada by boat I do not need to have an eTA but in this website it is shown that I do need an eTA.... 
So can someone help me?... As a Mexican citizen, do I need an eTA or I do not need one??
